The Institute for Research on Communist Crimes released 69 laws kept far from the working class by Nicolae Ceausescu and Gheorghe Gheorghiu-Dej.

The laws were never printed in the Official Bulletin of the Socialist Republic of Romania. The documents settled the oppressive system, the bonuses and privileges of the nomenclature staff, the activists, the under cover agents and collaborators of the ex Securitate (Communist Secret Service in Romania).

One such decree, issued in February 23, 1954, established the mechanism of censorship, brought to perfection by Nicolae Ceausescu's practices. The records of party members were also secret, as well as the records of dead or expelled members.

By means of an internal brochure, Nicolae Ceausescu decided in 1968 on the qualities a party activist had to prove in order to be promoted to higher positions.

Apart from the laws on Communist repression, more regulation on the wages of the clergy and some cooks, just as the bonuses for soccer players, was also kept hidden.

The Patriarch of Romania would cash just 50 ROL more than the chef of the Intercontinental Hotel in Bucharest and the protocol head would earn as much as a bishop.

The decrees also settled how many meals was the Intercontinental Hotel staff permitted to get. And in 1960, champion soccer players and coaches would get a bonus of 2,000 ROL. (...) (A.H., O.B.)
