POLITICS

Local masters

According to the provisory results of last Sunday's local elections, the PSD (Social-Democrat Party) and the PD-L (Democrat-Liberal Party) are the winners of the competition for the leadership over the local district councils in Romania, which is of great importance to political parties in terms of local funds and power. The PSD and the PD-L managed to get the largest number of seats for their local 'barons'.

In political terms, the teams the two parties came up with in order to rule the districts of Romania are also beneficiaries of most votes.

The results released yesterday are showing that the UDMR (Democrat Union of Magyars in Romania) too has made a remarkable achievement (7,17%) and this group's representatives are now to head four districts in Transylvania.

As for the Romanian Liberals, they were sure they would get to rule at least six district councils. But the final results are due today.

The district council president is a pawn essential to the control over resources and over the power in the territory. Starting with Sunday's elections this position has become even more important, due to the use of the uninominal vote in one single election tour. Although a district council president's attributions are the same, his/ her legitimacy is expected to augment his/ her influence and authority over the council, as well as the influence and authority of the party he/ she comes from.

In the next four years district council presidents are to control the distribution of the billion Euro to come from EU funds and the money settled by the state budget. They are to coordinate the activity of public institutions and services subordinate to district councils. They are also to appoint and dimiss the heads of the subordinate public institutions.

The Social-Democrats announced yesterday that they won presidency over fifteen district councils and the same could go for another six, given the small differences in terms of number of ballots. The Democrat-Liberals were claiming in their turn that they would rule over fourteen districts and Vasile Blaga was even saying thay they were getting close to twenty. The Liberals were sure to get leadership over six or eight districts at most. The UDMR is now the group to head four districts. The Civic Magyar Party won leadership over Covasna and the Conservatives are to rule only Braila.
