But Daewoo failed to integrate the 60% coming from Romanian industry, although it was settled by contract. The National Fiscal Administration Agency asked that the sanction stipulated in Law 71/ 1994 be applied: the return of fiscal facilities from the state fund. But minister Vladescu released an order to make Daewoo get away with the 800 million Euro. The Liberal minister was actually in a conflict of interests: he would delete debts with one hand and sign the contract with Ford with the other one, as a president of the commitee in charge of the Daewoo privatization.
