Scheele: Date of accession doesn't depend on whether there are elections or not, but on reform
Jonathan Scheele, Head of the EU Delegation to Bucharest, claimed that the resignation of Tariceanu's Cabinet would not effect on Romania's accession to the European Union, if the interim government to come could go on with implementing reforms agreed on. In the radio show on Radio MIX FM the EU official attended on Friday evening, journalist Carol Sebastian asked him if the government's resignation and early elections helped Romania to or prevented it from getting admitted at the time set. Scheele said: "The date doesn't depend on whether there are elections or not. It will depend on what Romania will do for the reform of Justice, the fight of corruption and other fields. If the interim government can go on with implementing reforms, this will have no impact. If the interim government fails it, then problems might follow. (...) What we are interested in is the results of the reform process." The EU official was asked if an interim government could achieve reform. Scheele answered: "It depends. But of course, at a certain moment, if this is about legislation, it must be the work of a government reached with appropriate majority."
PSD isn't right
As for the effects on accession in case Justice reform reached a standstill, Scheele claimed: "Justice reform is obviously a main field for accession." He said: "If the process is blocked right now, there will be problems with the accession." As for the reaction of PSD (the Social-Democrat Party), saying the articles included in the laws on property and Justice were not related to the integration process, Scheele disagreed with such attitude. "We don't share the same opinion. (...) Us means both the delegation and Mr. Ollie Rehn. We have said the new set of laws would have been progress."
Target: Independent Justice
Jonathan Scheele opined that Romanian Justice difficulties were related to the present structure of Romania Justice: "I think there still are too many means to influence the system, because of the system's structure. In the new set there were several elements related to the structure, such as the idea to have contests for distributing management positions. Every Romanian citizen has got the right to efficient, rapid Justice." The EU official mentioned that even after the Constitutional Court's decision Romania's task was "to achieve judiciary reform, in keeping with the norms set in the Treaty of Accession." Scheele added: "What is the target of this process? Independent, unbiased and efficient Justice for everybody. We expect and support continuous, substantial and coherent progress in the field, with view to the accession set for 2007." The European official would not comment on PM Tariceanu's decision to announce his government's resignation, after the Constitutional Court had decided that some articles in the set of laws on Justice and property were unconstitutional. Scheele only mentioned: "The government's opinion is that early elections are the only means to end such problems."(O.B.)
