Press spies to be checked on

The parliamentary committee to check on the SRI (Romanian Intelligence Service) decided yesterday to open inquiry on secret service undercover officers sneaked in the world of mass media. All the MPs in the committee agreed on the matter, but they didn't share view as far as the declassification of records on state officials was concerned. Liberal Radu Stroe, head of the committee, mentioned their representatives agreed to the thematic plan on the inquiry to follow. He provided no details about it, claiming such information was secret. Stroe also mentioned there was no deadline set for the report, unlike in the case of ongoing investigations on the Omar Hayssam case. As for the latter, the committee is to come up with a report by August 20, because this inquiry is priority, Stroe explained. He said some committee members would be working on the Hayssam case and the others would be looking into the undercover officer issue. He described the latter as a "very serious matter" and said he was convinced that threats against national security were not coming from newspapers' offices and opined that the SRI would have had no reasons to send use such undercover staff. He commented it was shameless to make use of undercover agents and said the SRI had other means available to reach information on journalists, press and press owners.

Parliament to tackle Timofte's resignation

The committee to control the SRI decided that Parliament Chambers would have common session to tackle and agree to the resignation of the SRI chief Radu Timofte. (...) Ion Stan, secretary of the committee, mentioned that Romanian President Traian Basescu had agreed to the resignation and said the committee had talked about the resignation sent to the Parliament. He opined useless debates on procedures had to stop. (...)

Obstacle against declassification

Yesterday the committee also took up the CSAT (Supreme Council for National Defense) decision on the declassification of records on officials, but no consensus was reached. Secretary Ion Stan, a deputy from the PSD (Social-Democrat Party), was relentless against it and expressed intention to ask parliamentary juridical commissions for a view on it.

He claimed the CSAT was not entitled to reach a decision on record declassification and claimed such a decision meant modification of some present laws. He described the CSAT decision as discriminatory and opined the CSAT might not ask for declassification on only 6 categories of people. (...) Stan admitted he could not understand why judges and policemen were not among the categories. He concluded: "It is high time we stopped the blackmail with records, which has been used by officials for a long time now." He explained he meant the whole period after 1989 and insisted that the government, the SRI and the CNSAS (National Council for Research on the Communist Secret Service Archive) should use present laws so that the declassification would be "grounded and legal." As for Vasile Blaga's accusations against PM Tariceanu, the president of the Chamber of Deputies said they were coming from the lack of knowledge of the present legislation, which was not normal for an interior minister. Bogdan Olteanu concluded: "Minister Blaga made some inappropriate statements he should apologize for."

CNSAS member Mircea Dinescu told Mediafax yesterday that in order to declassify records on state officials there was no need of a normative document adopted by the government. Dinescu mentioned that the CNSAS had received 29 records of "so-called national security."

When asked if there was need of government decision so that the CNSAS could proceed to checks on such records, he answered: "Categorically not. This is trifle!"(...)
