Safeguard clause is "absurd"

German MEP Klaus Haensch opines that the safeguard clause allowing for postponement on the EU accession of Romania and Bulgaria is "absurd", because it would actually call for the real accession to take place in 2008, no matter the progress the two states have made, says Mediafax.

Haensch expressed such opinion to Deutsche Welle, adding that decision on the date of accession seems logical only if not accompanied by circumstances for eventual postponement.

He says he is fully convinced both Romania and Bulgaria will fail to obey recommendations from the European Commission by the end of this year and mentions these states must take greater efforts in order to succeed. He comments that the fight of corruption which the European Commission is very fond of doesn't meet expectations. Haesch is also a member of the Foreign Affairs Commission in the Parliament of Europe and opines that EU leaders must announce decision on the two states in due time so that Bucharest and Sophia authorities would have time to improve. Haensch says neither Romanians nor Bulgarians are certain they have trully unbiased and independent judges. They are neither sure about high rank politicians obeying the law and Justice. (...) Still he admits that, according to the European Commission's recent estimation, Romania is thought to be better than Bulgaria. (...)

Paris officials are concerned

French deputy Jacques Myard, a rapporteur for Romania in the National Assembly of France, expresses concern about Romania's inability to absorb EU funds, says Rompes.

Myard's report shows that the activation of the safeguard clause on Romania and Bulgaria would be absurd and useless. It is also announced that France is going to ratify the two states' treaty of accession to the EU right after the European Commission's report is published, most likely in June. Myard pleads that both Romania and Bulgaria should be considered on the same criteria used for the other 10 states that joined the EU in 2004. (...) (D.E.)
