Mayors as makers of electoral law

Numerous law breaks and severe malfunction dominated the second presidential election tour. But it was the mayors who broke the law in the most visible way possible. They took the most unexpected action ever in order to influence votes. Hundred resident visas were released so that citizens could vote on special lists. According to D.A. ("Truth and Justice") Alliance representatives, such visas were illegally released, since the citizens asking for them did not meet the minimum legal conditions to get resident visa. But such action carried out just during the day of elections is one more trick leading to multiple votes. The mayors of several localities had got press observer accreditation. Electors living in other localities were allowed to vote in all the balloting stations in rural localities in the district of Valcea. At the end of the week, after the government had negotiated with civil society representatives, BEC (the Central Electoral Office) had decided to limit the number of special balloting stations. But Iliescu, president and senator at the same time, proved enthusiast bias and broke the law. His example was followed by several local rulers who praised Nastase at the very entrance to balloting stations and under the eyes of official representative. (M.T.)
