Romanian Justice minister Monica Macovei said in front of Romanian MPs yesterday that at the moment the CSM (Superior Council of Magistrates) lacked the institutional capacity to deal with all their attributions. She mentioned that it would be real "chaos" in case the CSM was assigned to handle budget for courts at once.
The minister made this statement yesterday when the CSM president Iulian Galca was delivering a report on the present state of Justice.
MPs from the PSD (Social-Democrat Party) and the PRM ("Great Romania" Party) had the floor and criticized the minister, blaming her for interference in Justice. Macovei reminded the CSM was a new institution and got many attributions in early 2005 and more attributions, such as inspection, followed later. (...)
The CSM president outlined that only "direct and efficient collaboration" with state authorities could lead to a coherent, independent and efficient Justice system. Galca also explained one of the main causes disturbing the quality of Justice was incoherent practice. He reminded about a new law project on unifying judiciary practice, recently sent to the Ministry of Justice. (R.P.)
