Soviet General Vladimir Voronin, head of the regime in Chisinau, sent to the Permanent Bureau of Chisinau Parliament a new plan "to make Transdnistria's juridical status clear." But the project obeys all principles included in the Kozak plan Russia initiated. Voronin rejected the latter plan only because of US pressure. Voronin's haste is rather fishy, as he has asked that the Parliament should vote on it today. The "new " plan was elaborated by Ministry of Reunification Vasile Sova and has it that Tyraspol has got the right to create its own policy, Parliament, right to secession. It actually sets that Tyraspol has got the right to turn into a Russian republic-military base of the Kaliningrad type. Sova has come up with plan right after returning from Moscow and Kiev, where he had consulting on it. But Voronin's team is in fact after several advantages. As for the local level, this forces Christian �Democrats close to him into denying the abnormal coalition they joined. As for the regional level, Vladimir Voronin and Russia mock Traian Basescu and Romania, as the latter are against Transdnistria's independence and as consequence of Moldavia's previous solicitations. As for international affairs, the new Russian-Ukrainian project is a menace to the US policy on the Black Sea.
