Romania's negotiations with EU at bay

Romania's EU admission negotiations with the European Union seem to be at bay: the European Commission did not recommend member states to fulfil the negotiation chapter on economy competition. The member states can disregard the decision of the European Commission, but the days are counted. Romania must fulfil two more negotiation chapters on Competition, Justice and Internal affairs by December 17. As this is electoral time, Romania is under the pressure of the European Commission. Moreover, the report on Bulgaria by the Parliament of Europe set that this country must not wait for any other candidate in order to sign the admission treaty.
Yesterday Alexandru Farcas, Minister of European Integration, stated hope during the European Council in December 17 Romania would manage to complete the last two negotiation chapters with EU. The Romanian Minister also claims that the latest signs from Brussels are encouraging. As for the concerns of the European Commission on the functioning of the Council for Competition, the correct application of the law, the fight against corruption and the control on customs, Farcas states that negotiations are progressing and Romania still provides EU with practical data on the measures taken in chapters like "Competition" and "Justice and Internal Affairs". But at the same time the Romanian official admits that the problems which BBC reported on was real, but there were also other states with unfulfilled chapters till the deadline.
Financial Times - The European Commission postpones negotiations with Romania
Yesterday Financial Times Europe commented that the European Commission took attitude that might effect in conflict with the most powerful EU leaders, asking that Romania should meet tougher standards before getting admitted in EU. During the summit in June, the EU leaders asked that the negotiations with Romania be fulfilled this year in order to obey the admission set for 2007. The government of the greatest EU states - Germany, France and Great Britain - believe that supplementary delay in the admission of this ex Communist country would be counter productive.
But this week the Commission has informed EU states that Romania has taken up insufficient assignments on the reform of the state subvention system, especially in the steel field. As consequence, Brussels wants official negotiations postponed as long as the Commission and Romania work on vast reforms of rules for state help funds, says the above - mentioned daily newspaper. It is a very delicate matter, since Romania, a country with 21 million inhabitants, will become the seventh EU state as size. Even the Romanian Government admits having duration problems with corruption and authoritarianism. Olli Rehn, EU Commissioner for Enlargement, states: " Negotiations with Romania must be fulfilled methodically, in keeping with the fundamental admission criteria". He added: "The calendar cannot ignore reality". Rehn is supported by Neelie Kroes, Commissioner for Competition and Jose Manuel Barroso, President of the Commission.
